Fire Management Specialist (Prescribed Fire/Fuels)

The Fire Management Specialist (Prescribed Fire and Fuels) is responsible for prescribed fire, hazardous fuels management, smoke management, and fuels project implementation. This position provides professional advice and assistance to meet resource management objectives with prescribed fire and hazardous fuels management. Including the following:
- Serves as Agency's fuels management specialist and is responsible for on the ground implementation of fuels management projects. - Prepares and carries out prescribed fire plans, fire effects, manual and mechanical hazardous fuels treatments, and smoke and wildland fire use monitoring. - Reviews project plans and makes recommendations on appropriate levels of monitoring. - Technically administers all aspects of the prescribed fire/fuels plan, ensuring that preparation, ignition, holding, mop-up, and rehabilitation are completed to the standards specified. - Conducts field reconnaissance of prescribed fire/fuels treatment units, summarizes field findings and makes recommendations on appropriate prescriptive criteria for meeting program objectives. - Supports wildland fire suppression activities. - Serves as a Contracting Officer Representative (COR) and Project Inspector (PI) for fuels management contracts and agreements. BASIC EDUCATION REQUIREMENT:
Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR- Combination of education and
Experience:
courses equivalent to a major in biological sciences, agriculture or natural resources management, or at least 24 semester hours in biological sciences, natural resources, wildland fire management, forestry, or agriculture equivalent to a major field of study, plus appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in the biological sciences, agriculture, or natural resources.ADDITIONAL EXPERIENCE REQUIRED:
In addition to meeting the basic education requirements, to qualify for the GS-09:
1 year of creditable specialized wildland fire management experience equivalent to the GS-07 is required. SPECIALIZED
Experience:
Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) necessary to successfully function in the wildland fire management position. FOR TEMPORARY PROMOTION:
Experience in at least two of the following three categories:
Experience that demonstrated understanding of fire effects on cultural and natural resources. Assignments must have shown participation in activities such as:
a) Developing fire management plans to ensure resource objectives can be met from a fire management standpoint; b) Conducting field inspections before and/or after prescribed fires or wildland fires to determine if defined resource objectives have been met; Prescribed Fire/Fuels Management - experience in activities such as:
a) Professional forest or range inventory methods and procedures (e.g. Brown's planar intercept for dead down fuels; live fuel loading assessments); or b)Analysis of fuel loadings and determination of appropriate fuel treatment methods and programming, or c) Evaluating prescribed fire plans or fire management plans to ensure fire containment is possible and identify appropriate suppression contingencies if containment is not obtained; and/or Fire Management operations - analyzing and applying fire management strategies, plus experience in at least four of the following activities:
a) Mobilization and Dispatch Coordination; b) Fire Prevention; c) Training; d) Logistics; e) Equipment Development and Deployment; f) Fire Communications Systems; g) Suppression and Preparedness FOR DETAIL:
There are no qualification requirements, but applicants must have experience related to the position. Applicants must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. This position has been identified as one of the key fire management positions under the Interagency Fire Program Management (IFPM) Standard. This position has been categorized as a PRESCRIBED FIRE AND FUELS SPECIALIST - MODERATE COMPLEXITY, and requires selectee to meet the minimum qualification standards for IFPM prior to being placed into the position. This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified. Prior on-the-line firefighting:
The Department of the Interior defines wildland firefighting experience as any non-structure fire that occurs in the wildland. Wildland firefighting experience is gained through work on the fire line in containment, control, suppression or use of wildland fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Wildland fires are categorized into two distinct types:
(1) Wildfires - Unplanned ignitions or prescribed fires that are declared wildfires; and (2) Prescribed Fires - Planned ignitions. This description includes only fireline experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience.This experience must be documented with specific dates in the online application or resume. To meet IFPM requirements for this position, you must have possessed all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position (currency not required):
A. Prescribed Fire Burn Boss Type 2 (RXB2), and B. Engine Boss (ENGB), or Crew Boss (CRWB), or Helicopter Manager, Single Resource Boss (HMGB)You must meet all IFPM qualification requirements by the closing date of the announcement. Physical Demands:
The work is normally sedentary. However, field work is evaluated as arduous and the duties include demands for strenuous activities in emergencies under adverse environmental conditions and over extended periods of time. Work Environment:
Office conditions require long periods of sitting, working with computers and general lifting, bending and reaching. Field conditions involve the employee being exposed to noise, dust, heat, weather, aircraft turbulence and the hazards of firefighting such as heat, smoke, and fire behavior.
